This quote means that if you see someone cheating on a test or on something else, then that doesn't mean that you should do the same thing that they did because that is wrong and you can get in deep trouble and can even get kicked out of High School/College/ or even from University. If you see someone cheat or do something bad, then don't do it because you can get in trouble and regret it and if you the right thing and do good things, then that means that you are going to get good things in your life and get good grade by doing your best in school.
